A consensus building network tool to solicit citizen perspectives on common issues to provide a bias minimized insight into issue accordance in a demographics rich context.  Leadership referenced and mollified by these results would be more accurate and constrained in personal bias.

Recent events of a global nature have highlighted the need for discovery of true public desire and intent of US and world political leaders.  Failing that creates a power vacuum that threatens the very progress and well-being of humanity.  Having the will of the people known provides an assured platform for action in the world.  Being able to discover and declare what the will of the people is seems a most necessary component to an evolving humanity.

This outline is intended as a “seed” document to facilitate specification of the final system by a diverse progressive group.

Introduction: CAF is an internet automated process which allows "issue" groups to "post" issue facts and positions and to obtain demographic illuminated accordance and cross sections which would be available to media and public officials.  The CAF effort isn intended to be totally automated and immune to political forces.
CAF acquires opinion and demographic data, calculates preference statistics in demographic context, then presents the data in CAF formats on the site and to distribution.
Results are available to all who participate in the issue survey and are distributed to media and public officials for further communication and action.  Heightened, continuing access to the accordance process in the forms of changing and more frequent input and scheduled, conditional reporting is available to participators based on their level of commitment and needs.

Organization is by local/community groupings where individual identity can be safely shared without fear of retaliation from larger organizations.  Security is based on “horizontal”, non-hierarchical relationships where only locals may query personal identity information.  Information is exchanged with more extensive political systems as raw data that is an obvious and provable product of the local group.

Access incentives and mitigations are based on amount and quality of personal information proffered and consist of temporally weighted valuation and communication services such as reporting on changes in opinions.  Results are weighted and presented with weighting stated in reports.  Personal Information: Name, Sex, Age, Email, Work, Pay, City, St, ZIP, Address, Political belief system, etc.  Such information would be traceable to voting rolls where applicable and would be used to positively classify individual’s membership in certain political groups for “party” decisions where applicable.

Issue input groups are interest groups which sponsor and/or oppose specific issues. Issue groups are pre-qualified as to survey access and bear responsibility for presentation of valid issues for their groups. Survey format is fixed (re length, factuality, tone) to support information required to present issue questions.  URLs may be included in the issue presentation.

Format of the survey issue is: Issue statement, response (Facts; Thesis; Question(s); Vote (graded 0-10 or 1 of n options) plus a short statement option. Computer format is Both site based and email.

Results are calculated and displayed in normal and advanced calculations using data, methodology and algorithms open to public scrutiny.  Results are in graphical and tabular form and display the demography of sources of opinion. Long term or trend line will be available, hopefully with comparison data and charting.
